    Case of low-code Agents

    Many organizations say they want to be agile and data-driven. But in reality, manual processes, scattered systems, and IT bottlenecks make even simple changes painfully slow. In one recent project, we helped our client, Tampereen Tilapalvelut, automate a critical service request to work order process using a swarm of specialized Copilot agents.

    One agent routes incoming requests to the right team. Another enriches the case with historical context and business rules. A third schedules tasks based on urgency and staff workload. And when something slips, a rescheduling agent automatically reassigns it.

     

    The result?
    Faster handling times, fewer errors, less manual work—and more time for experts to focus on what really matters.

    Microsoft Power Platform enables automation patterns that were previously unfeasible, combining the capabilities of Copilot Studio and Power Automate with enterprise-grade AI. One of the core use cases is intelligent request handling, where a Copilot agent interprets the service request and routes it accordingly to work orders.

     

    The Routing Agent analyses the content of incoming service requests and converts unstructured text into structured data. Based on this, it identifies the appropriate team or individual to handle the request. The Routing Agent:
    • Transforms service request text into structured data using AI models to extract key elements (e.g., issue type, location, urgency).
    • Automatically determines the most appropriate team to handle the request based on predefined routing rules and organizational structure.

     

    The Supervisor Agent is a domain-specific Copilot built with Copilot Studio. Its purpose is to systematically enrich a work order with contextual information and ensure it is complete, accurate, and actionable. It operates through a structured dialog chain that:

    • Retrieves core work order data using Power Automate.
    • Generates a concise AI summary to interpret the work’s purpose and scope.
    • Identifies the relevant ERP financial data points for work order, such as project & tasks for invoicing.
    • Evaluates the task’s estimated workload and urgency with AI Builder models.
    • Updates the enriched data back to the source system (MS Dynamics Field Service solution).

    This agent reduces cognitive overhead for managers by pre-processing all relevant
    classifications and context, transforming vague requests into dispatch-ready items.

     

    The Scheduling Agent autonomously allocates resources to supervisor agent enriched work orders using Power Automate and Copilot Studio. Its logic includes:

    • Assessing operational priority from enriched work order metadata (e.g. category, estimated duration, and urgency).
    • Selecting qualified team resources based on role-based matching and real-time availability.
    • Leveraging developed slot finding logic to calculate viable contiguous time slots for each candidate resource.
    • Automatically creating resource bookings in Dataverse based on the earliest and most balanced fit.

    This enables just-in-time scheduling that adapts to real-world constraints without manual intervention.


    The Rescheduling Agent operates as a background optimization routine, typically executed via nightly Power Automate flow combined with server-side logic. Its responsibilities include:

    • Iterating through all open bookings and assessing execution feasibility against updated conditions (e.g. delays, overloads).
    • Re-running the slot finding logic to find better fitting time windows or more balanced resource allocations.
    • Reassigning resources or shifting task timing as needed, within business rules (e.g. keeping Priority A always on the same day).
    • Logging all adjustments to an audit entity for transparency and traceability.
    By continuously reshaping the execution plan, the Rescheduling Agent ensures service-level stability despite changing operational contexts.
